For construction of 2m high boundary wall
at 2 Lindridge Walk, Netherton, PE3 9QJ
The history of this property has been a
cause of residents’ concern for several years.
The property is an end house which has
been extended to probably twice its original size and has therefore become
very prominent looking westwards along Bradwell Road and is totally out of
scale with the remaining four detached houses in Lindridge Walk and
surrounding area.
The recent planting of a leylandi
fence/hedge/tree belt encroached onto land which formed part of the original
scheme open green space. The leylandi was removed and replaced by a wood
panel fence which does not improve the landscape scene in any way nor does
it assist the safety sight lines of moving vehicles.
The present application is for the removal
of this wooden panel fence and replacement by a 2m high brick wall. The
height of the wall is totally unacceptable and even if the proposed wall
were reduced to 1m high and set back 1m from the edge of the pavement there
would be no improvement.
Netherton Neighbourhood Association are of
opinion that the 2m high wall is too high and even with the same or similar
brick type and colour will not improve the appearance of the area and would
recommend the application be refused.
Residents are of opinion that the site has
been seriously overdeveloped and various procedures over the last several
years have not added to the betterment of the local environment as the house
is totally out of keeping with the built character of the surrounding area
and a 2m high wall would, if approved, reduce the footpath facility and
would create a feature totally out of sympathy with the local built
environment.
The proposal erodes totally the open
character of the area and destroys the street scene. The landscape in this
residential area is an important environmental asset and NNA would not wish
that residents opposite, and adjacent, would have to look out onto an
immense 2m high boundary wall which would enclose, quite wrongly, this
already over developed property.
NNA considers that the wall would be an
obstructive feature as described in Development Plan Key Policies DA1, DA2
and DA 10.
An undercurrent of resident opinion
suggests that the land upon which the proposed wall is to be built may not
be in the ownership of the applicant.
