Comments upon planning application
08/00909/OUT for construction of three bedroomed bungalow at 48, Audley
Gate, Netherton, PE 3 9PG.
Netherton Neighbourhood Association
adversely commented upon this outline application on 6th June 2008 under
08/00507/OUT and the Association wish to re-iterate those comments although
there have been changes in the site layout.
The Association would further comment
under Development Plan Policy DA1 that planning permission should not be
granted as the proposed development does not respect the relationship with
nearby buildings and its surrounding environment.
The Association also consider under
Development Plan Policy DA2 that the effect of the proposed development on
the amenities and character of the area will have an adverse impact upon the
amenities of occupiers of nearby properties and forms a precedent which will
be difficult to contain in future years in the Netherton Area.

Comments upon 08/00507/OUT for a New
Bungalow and garage to rear at
48 Audley Gate, Netherton, Peterborough
PE3 9PG
We understand that a brown field site
refers to land that is or was occupied by a permanent structure which has
become vacant, underused or derelict and has the potential for
re-development
We also understand that developers can
build on land because, as perhaps, in this application a back garden counts
as previously developed and has therefore become a brown field site.
Opponents, such as Netherton Neighbourhood
Association, to this doctrine fear that building on back gardens resulting
in the removal of grass and soil could make Berkeley Road/Audley Gate more
vulnerable to flooding because rainwater is stopped from soaking naturally
into the ground. If surface water, instead of being absorbed into the
garden, enters or is unable to enter the road drainage system it may cause
local flash flooding as we have recently seen several times this year at the
junction of Audley Gate and the deepening of the ponding at Thorpe Road
roundabout.
It is believed that such an activity could
cause house and road subsidence affecting the whole of that corner which may
give rise to Council works, insurance claims, underpinning of buildings and
a lowering of property prices.
The proposed development would be a
further loss of green space in Netherton area.
Residents are aware that there is a vital
need for new housing but, it is suggested that building in a rear garden of
No. 48 is not a way forward, but, over development, creating a planning
precedent which may be difficult to overturn at any future time and,
perhaps, more to the topical point, if, control is to be exercised over the
carbon footprint
Netherton is already experiencing, and
residents are becoming more concerned, that front gardens are being paved
and concreted over so that cars can be parked off road.
Although Netherton is not in a
conservation area Netherton Neighbourhood Association recommends that the
pleasant long established character of Berkeley Road/Audley Gate would be
eroded by this proposal, very much an over development and a retrograde step
within the Netherton envelope.
May we remind you that Netherton was
designed and built as an ‘open housing’ area and any intrusion into, or
designing and building in the garden of an existing property, if approved,
will detrimentally alter, and perhaps, destroy the whole design concept.
