The
Chairman welcomed Mr. John Gilligan, Assistant Head Teacher and Public
Relations Officer of Jack Hunt School
Mrs.
Cath Riddick was unwell and sent her apologies.
Minutes
of meeting held on 12 January 2009 and previously circulated were read
through item by item by the Chairman.
There
were no matters arising other than those already included within the current
Agenda and would be reported upon then.
The
Secretary attended the School Open Evening at the invitation of the School.
Unfortunately so far as encouraging attention to the
activities of NNA within the Netherton Community the day was an absolute
disaster insofar as the Secretary sat for three hours without being
approached by a parent or teacher. On reflection the Secretary came to the
conclusion that a majority of parents did not live locally and therefore had
no interest in the area.
As
previously Minuted parties concerned within this saga had admitted errors in
administrative procedures which had resulted in renewal of Solicitor
interest. The Local Government Ombudsman had offered to re-open his
enquiries and would report back his findings. To date no Report had been
received although he did say he would reply within 20 days of the receipt of
a letter dated 9th February 2009
It was
reported that there was a strong rumour that the sale by tender of the area
of allotment land allocated for housing and ancillary purposes on The Grange
by the City Council had failed to find a buyer. No details were known and
therefore the rumour remains unconfirmed.
This
matter was ongoing and as previously reported a careful watch on procedure
must be implemented. Further correspondence was expected.

Report by the Secretary was noted.
So far
as could be ascertained by observation the dog had been removed. It was
therefore possible that, dog walkers, could with care, resume their usual
walks.
A group
of recent planning applications was circulated with no action to be taken as
none were presumed to be a threat to our environment.
Mr.
John Gilligan, Assistant Head Teacher and School Public Relation was able to
be with us.
He
briefly commented upon current events and introduced us to his strategy for
meeting local people, listening to their comments or complaints and
referring back either to School, students or NNA in an attempt to solve
local problems or difficulties.

No
communication had been received from JHS although the nomination papers had
been submitted on 18th January. Mr. Gilligan would make
enquiries of the Clerk to the Governors.
Residents had complained that heavy trucks had been removing spoil from the
JHS site and they had become alarmed regarding what was now happening on the
JHS site. Mr. Gilligan confirmed that the site works were connected with
the construction of the temporary car which had received conditional
planning permission some months earlier. He would keep NNA informed.
The Treasurer submitted her written report (copy on file)
The
Chairman reported that he was concerned over the felling of some 100/150
mature trees on and adjacent to the re-arrangement of the access roads to
the new in building Edith Cavell Hospital. It was not, as yet known why
these trees had been and continue to be felled although it was anticipated
that it was for proposed road safety widening and driver visibility of the
roads around the Bretton Gate Roundabout and the ‘in building’ new access to
the Hospital. So far as can be recalled this was not part of the original
plan and may have been an after thought about which no one had been
consulted
He also
reported that the traffic lights now temporarily removed will be returned to
fixed positions in the very near future and/or when the new roundabout is
completed and opened. So far as he had been made aware staff were most
apprehensive over this development although it was previously known that
lights would be installed. It was not known how a ‘blue light’ incident
would be programmed.
We were
informed that several, as yet, unknown residents had been canvassing an idea
that they would, seek ways and means for safety, social and environmental
reasons wish to close off parts of the access routes, walks, passageways
the path behind the houses of Walcot Walk.
The
Secretary reported that he had been invited to a select meeting of six
persons who represented local communities where under the police were
seeking public comment on proposed new operational procedures. Although
the meeting was focussed he was not sure what next steps would be. He would
keep NNA informed.
