  Minutes of Committee Meeting held on 8th March 2010

in the Committee Room of Thorpe Primary School at 7pm.

Minutes

 

Minutes of Meeting held on 11 January previously circulated were read through item by item and page by page by the Chairman

Matters Arising

 

Item 8 Westwood Grange it was reported that 172 cars were parked on the Football Ground on Sunday morning 7 March 2010.  Residents remained concerned over the prospect of surface water flooding into their houses on Mayors Walk once house construction work was commenced and completed on this site.

 

Item 7 Edith Cavell Hospital Car Parking.  Members and residents are reminded and asked to attend a meeting on Friday 23 April 2010 at 2.30 pm in the HIPPO room of ECH to continue previous discussions on solutions to traffic and car parking problems/issues which, it is anticipated, will commence once the new ECH is opened in November 2010 and the then Old ECH begins to be demolished in January 2011 with completion anticipated in July 2011.  It is important that the Neighbourhood Council and professional officers NHS and P. City Council hear your views, opinions and answer your questions.

Chairman’s Report

 

The Chairman reported that the ECH was nearing completion and handover would be in November 2010.

Treasurer Report

 

The Treasurer submitted her written report (copy on file) which stated that NNA were in financial difficulties with little money left in the bank but sufficient to pay invoices in hand.  The Secretary said that he would claim no expenses for the remainder of the financial year.  Peterborough City Council funding was based upon houses in Netherton area at a rate of 2p per household which, during a period of ever rising costs, was not sufficient.   NNA could not draw upon the £2000 awarded to Residential Associations in the Town.

Secretary Report

 

The Secretary said that he would be speaking to every item on the Agenda and offered no report.

Resignation

 

Mrs. Chris Hawke, NNA Web Master, had offered her resignation due to continuing  ill health.   The Chairman and Committee knowing her circumstances accepted her resignation with great dismay and reluctance as her services to NNA had been outstanding and she would be a great loss to us and to Netherton. However, it was possible that Mrs Hawke may be able to sporadically, and as circumstances allowed, be able to oversee and help our new volunteer Web Master Mr. Noel Muncey to open up and continue this valuable opportunity for dissemination of local, topical information.

Web Renewal

 

It was agreed that NNA should continue with a second two year web period which involved a payment of £44.99 and £8.50 + VAT invoices which the Chairman, continuing his belief in the value of the Web to Netherton, and acting most generously, asked for the invoices to be sent to him.  The Committee thanked the Chairman for his generosity.

AWP The Grange

 

A letter of 2nd March 2010 intimated The All Weather Football Pitch. on the Westwood Grange Site had been approved by PCC Planners on 23rd February 2010 but with some eleven onerous conditions.  Once started  the development would be monitored by PCC Enforcement Staff.  Should you be concerned that development has not been carried out in breach of any condition or is not in accordance with the approved plans please contact enforcement staff on 01733 453495.  There remains an undercurrent of opinion that the area may flood and NNA asked residents to be vigilant

Planning Application

 

Planning Application 09/01496/WCPP was for the removal and replacement of the footbridge over the A47 Parkway from Netherton to Bretton over which NNA submitted no comment.

Police

 

Members took the opportunity to read the Minutes of the Neighbourhood Police Team Meeting of  9th February 2010 and were pleased to learn that, apart from two minor local incidents  involving youths, crime was comparatively low.

Cold Calling

 

A letter relating to No Cold Calling Zones was circulated and it was agreed that residents who wished to have signs to that effect erected in their area for more crime prevention advice or guidance to ring the Community Safety Unit at Bridge Street Police Station on 0845 456 456 4 Extension 4417.

Neighbourhood Council

 

The Neighbourhood Council Consultation for Community Plan was attended by approximately 40 persons made up of residents, leaders of Residents Associations, City Council Councillors Officers, and Police.   The meeting was positive and far reaching and the resulting  document comprehensive.   Unfortunately it was difficult to foresee how, when and where funding was coming from. Neighbourhood Council

 

The Neighbourhood Council Meeting (Peterborough West) held on 2nd March 2010 in The Cresset was attended by some 50/60 persons made up of residents, leaders of residents associations, Councillors, City Officers and local sector Police.

 

The Agenda was “broad church” and allowed attendees to ask any question and to write down questions which they thought could not be answered at that meeting and/or asked for a later written answer.  The meeting was formal, controlled, but not placid.  The questions were topical, problematic, difficult to answer off the cuff and with no professional engineers or planners present the beginnings of something of a non-event except that positive questions were asked.  The failings of the Council began to emerge with rising dismay and chagrin of the questioners and attendees.

 

An Ordnance Survey Map titled North and West 3, dated 2nd March 2010 was displayed and attendees were asked to look at it and then make any comment they wished or ask any question. The Map had two notations one in Blue read Mixed Use and the second one in Orange HO40 read Housing covered the area of the Old RAF Officers Mess in Cottesmore Road and HO58b covered the area of The Westwood  Allotments/The Grange.

 

As NNA understands from previous conversations and a published statement it had been proposed that the RAF Officers Mess be included within the List of City Buildings of Archaeological and Historical Interest.

 

Secondly and perhaps more startling the Orange area  on The Grange covered the area on which outline planning approval had been given for housing but this Orange area extended further eastwards across the entrance footpath and ran along the rear of the first three/four houses on the south side of Ledbury Road and also to the rear of houses and bungalows in Portman Close.  NNA considers this area to be outside the approved area of land for housing and may be the subject of a further extension to balance that area of land taken for the extension of the Car Park.

 

NNA asked questions on the contents of this plan.  No answer was available at that moment as no professional officers from the City were present but a written answer is expected.  In the meanwhile residents of that area are asked to be vigilant.  It is important that Netherton residents attend these meetings so that they can say directly to the City Council that which they wish to say and ask any question.   Dates, times, location of the meetings are in the City Council monthly publication. “Your Peterborough”

Speed Signs

 

The move by two local residents, joined by several others,  have resulted in a proposal to erect traffic Slow Down signs on locations, yet to be finalised, on Ledbury Road, Atherstone Avenue. Bradwell Road. Councillor Matthew Dalton who took up the proposal reported to us that he had 'signed off' the request and signs would be erected, but, difficulties arose, when determining where they should be erected.  He had canvassed many opinions and had a consensus which he proposed to take back to City Council Officers for acceptance

Core Strategy

 

A letter dated 20th January 2010 received from City Council asked the Association to comment upon Peterborough Core Strategy Development Plan Document (DPD) Proposed submission stage. The period for making representations started on 22nd January and ended on 4th March 2010.  Page two of the document suggested a visit to the Council Web Site and then listed 6 bullet points.   We were of opinion that we were not competent to make representations. A summary of the representations and main issues raised will be published and it may be that we cannot better comment at that stage

Lindridge Walk

 

NNA were informed in June 2009 that the application for the erection of a brick wall at 2, Lindridge Walk had received conditional approval by the Planning Authority.  Earlier this year the applicant had submitted to the Local Planning Authority a note of his intention to comply with the three imposed conditions.

 

So far as we understand the situation in February building work was commenced, but, following comments by local residents to the  Planning Authority the Planning Enforcement Team stopped the building work until they made a Report and the Planning Officer made a decision on the type of soft landscaping that was to be planted on site.

 

So far as NNA is aware that decision had not been received and the applicant should therefore not do any more work.

 

NNA had been informed that the land surrounding the property was in the ownership of the applicant and apologies are made for any distress caused by previous unfortunate unconfirmed opinions.

Stake holders

 

Stakeholder Groups – Safer Peterborough Partnerships.  NNA will now, periodically, receive information from this Group.

Problem Solving

 

NNA had previously attended several good quality meetings on Problem Solving in Practice and hoped to be invited to some of the listed Meetings.  Unfortunately these meetings cost £75 but it is hoped that we may be allowed free entry.
