Ref: Amalgamation of the Newsagents and
closing Thresher Off Licence into a Convenience Store at 3, Winslow Road
Netherton.
Dear Sir/Madam.
At a recent meeting of the Netherton
Neighbourhood Committee we discussed the conditional approval of the above
application and whilst previously we did not wish to comment upon the
application as we saw it as an extension of local shopping, with a greater
choice of goods and prices and a contribution to the continuance of social
and economic activity of Netherton.
Unfortunately the opening and closing
hours are causing some concern.
We would comment that Monday through
Friday from 0600hrs when residents can expect deliveries of goods is too
early, will cause noise and nuisance. We do, of course, realise that
deliveries of newspapers has been going on for years and has caused little
disturbance but large delivery vehicles arriving, stopping, reversing with
warning signals, opening cab doors, rear double doors, raising roller
shutter safety doors, removing barrows, loading goods on and off barrows at
that time in the morning will cause unnecessary very early morning noise and
disturbance.
Several years ago we commented to PCC over
the noise and nuisance of deliveries to the shops before 0700hrs by private
companies and worst of all was the noise and disturbance caused by PCC
Operatives and vehicles removing rubbish bins and it was, after written
evidence, agreed by PCC, that the nuisance was not acceptable and an order
was made that no work should be undertaken in the area of Winslow Road Shops
before 0700hrs.
Is it possible therefore to re-arrange the
delivery times of goods to the shops to ‘not before 0700hrs on any day, with
an exception for newspaper deliveries’.
